DEWATS Concept on the Starting Block for Mass Dissemination in Indonesia
 
 
The primary aim of the project being carried out in Indonesia and the Philippines
is to improve the living conditions and thus meet the basic needs of disadvantagedand marginalised members of society – through a broadening and deepening of the successfully implemented decentralized wastewater treatment and solid waste management measures.Also, the project aims to preserve natural resources, particularly water.
 
Project Aims
 
The project aims to establish a meaningful connection of the partner organizations with qualified public and private institutions, thus giving a broader section of the general public access to the solutions developed by the project. The building costs associated with project implementation will be covered by public and private funding. The capital will go towards capacity development initiatives, quality control purposes, and the realisation of pilot- and demonstration projects.
 
Output 2007

The efficacy of the project was further increased by escalating the established set of “best practices” to form part of a comprehensive quality management system. A concept for a national CBS dissemination programme was developed in cooperation with the Indonesian government in 2005. Under this programme the BORDA partner network was able to realise 183 CBS projects across 50 different cities (69 projects in 2006 and 94 projects in 2007). At the same time preparations were made for a further expansion of the programme in 2008. Over the course of the project approximately 87,000 people benefited from the improved sanitary conditions in poor urban settlements. 

With regards to the dissemination of DEWATS facilities wastewater treatmens have been carried out by small enterprises, public institutions and individual project implementations amongst others for soya-bean processing plants, slaughterhouse, stock-breeding businesses, and hospitals.
 
Additionally, two faecal sludge treatment plants were built for the cities of Mojokerto and Banda Aceh. Through the successful realisation of 38 DEWATS-SME facilities (for small and medium enterprises) the chemical oxygen demand of the treated wastewater was able to be reduced by 2,330t COD/year.
 
Throughout the course of the project the DEWATS (e.g. pre-fabricated construction modules) that had previously been developed by BORDA proved to be an effective means for disaster relief effort, and were particularly valuable in the aftermath of the Indonesian earthquake and tsunami. In the areas affected by the 2006 Yogyakarta earthquake approximately 2,500 people that had been left homeless benefited from the deployment of pre-fabricated DEWATS modules.
 
As part of the rehabilitation measures in the tsunami affected area of Banda Aceh, a faecal-sludge treatment plant was built for 250,000 beneficiaries and 15 DEWATS-CBS facilities were implemented that benefited 6,000 people. In the area of decentralized solid-waste management, several innovative concepts were developed and have been tested in the field as part of three wastedisposal and -utilisation projects. With this practical expirience a set of “best practices” has been elaborated and the concept is now ready for mass dissemination.
 
The competence of the partner network was further enhanced through
  • demand-oriented support of public administration initiatives that aimed to improve
  • the general framework of decentralized wastewater and solid waste disposal,
  • the preparation and implementation of various demand-oriented management
  • and operation models
  • proposed demand-oriented dissemination of established service packages and
  • educational measures in the area of CBS and DEWATS.
 
Cooperation Partners
Successful cooperation with the Indonesian project partners continues, in particular with the non-governmental organizations Bali Fokus, BEST and LPTP. The partner organization BNS is responsible for the implementation of project measures in the Philippines.
