Program for the improvement of Care for the handicapped in Vietnam

Since mid-2001 the german government supports a project in Vietnam which is geared towards the improvement of care for people with handicaps. There are two main targets:
1. Caritas Germany together with the vietnamese Ministry for Labour, Invalids and social Affairs, MOLISA, implements a nationwide training program for staff of governmental institutions caring for people with different handicaps. Following a series of basic and further training courses which had been worked out with the expertise of Caritas Germany, the next step is now the training of trainers. 20 local staff have offered courses to groups of 30 people each in north, middle and south Vietnam. This, too, was coached by Caritas specialists. Building on the experiences made the long range target ist the establishment of a curriculum for remedial therapists.
2. A concrete co-operation with a local NGO, the Quang Tri Charitable Association, takes place in Dong Ha, near the 17th latitude. Here, a community based rehabilitation project for 80 families with severely handicapped children has been started. The families are visited at home and receive professional guidance on how to improve the situation of their children. In a day-care-centre, group work is offered. In addition, micro-credit schemes help the families earn income making up partly for the time they invest in furthering their children.
3. There are several other care-institutions in Danang, Nuoc Ngot and Ho-chi-Minh-City where good examples of early furthering and community work are done. Some of them are included into the training program.
